Position Summary

Health and HIV Officer

The primary objective of this role is to enhance strategic service delivery to Orphans and Vulnerable Children (OVCs) and their caregivers, address key barriers to accessing, adopting, and adhering to ART service delivery, advance progress toward the 95-95-95 HIV treatment goals, and improve health and social outcomes for OVCs and their families.

The job holder will establish an effective bi-directional referral and linkage system, improve case identification, promote linkages to Antiretroviral Therapy (ART), and facilitate Viral Load suppression among Children and Adolescents Living with HIV/AIDS.

Roles & Responsibilities

  • Represent SHDEPHA+ and collaborate with the Council Health Management Team on HIV and health-related activities.
  • Conduct monthly coordination meetings with Care & Treatment Centers (CTC) in the implementation area to ensure confidentiality, facilitate case conferencing, enhance the bi-directional referral system, and ensure that HIV-positive beneficiaries receive necessary services.
  • Support Early Childhood Development (ECD) initiatives at designated health facilities, including regular monitoring and supportive supervision.
  • Assist facilities in maintaining an up-to-date enrollment register that demonstrates the progression of enrollment of Children Living with HIV (CLHIV) at the CTC.
  • Aid Community Case Workers (CCWs) in working with high-volume pediatric CTCs to locate HIV-positive OVCs who miss appointments, enroll them in the USAID KIZAZI HODARI Project, and link them back to CTCs.
  • Support CCWs in conducting HIV risk assessments for OVCs during case management, referring and linking at-risk OVCs to HIV Testing and Counseling (HTC).
  • Organize quarterly Sexual Reproductive Health Education outreaches for Adolescent Girls and Young Women (AGYW) and conduct HTC outreaches for adolescents with high-risk behaviors.
  • Collaborate with Health Facility Implementing Partners to implement a supplemental HIV curriculum for CCWs and ensure they provide appropriate support to HIV-positive OVCs and caregivers.
  • Assist CCWs in building the capacity of caregivers to support HIV-positive OVCs and ensure CCWs refer them to PLHIV support groups.
  • Establish a bi-directional referral system to monitor beneficiaries through the HIV continuum of care and ensure the completion of other health and social services.
  • Monitor the implementation, identify bottlenecks, assess performance metrics of the bi-directional referral system, proactively offer solutions, conduct quality improvement activities, and make necessary adjustments to improve referral outcomes.
  • Engage in quarterly council-level quality improvement meetings with relevant bi-directional referral system stakeholders and ensure the implementation of action items to enhance the system.
  • Collaborate with the M&E officer to ensure the accuracy and weekly production of bi-directional referral data and use this data for decision-making.
  • Lead the development of a service directory for health, nutrition, and HIV services in the implementation area, updating it at least annually.
  • Support CCWs in conducting nutrition activities, including assessments, counseling, and linking to other nutrition service providers.
  • Provide ongoing supportive supervision to CCWs to ensure the provision of health-related services, referrals, and linkages to beneficiaries.
  • Submit timely updates to the Program Manager for inclusion in quarterly, semi-annual, and annual reports.
  • Document lessons learned and best practices for sharing and replication.
  • Perform any other relevant duties as assigned by the Project Manager.

Qualifications, Experience, and Skills

Education:

  • Diploma in Clinical Medicine or Nursing.
  • A Bachelor’s degree or higher in medicine or nursing is an added advantage.
  • A Master’s Degree in any professional field is also an advantage.

Skills:

  • Strong understanding of Government of Tanzania health policies.
  • Proficient in M&E with experience in strategic information.
  • Excellent written and oral communication skills in both Swahili and English, including effective training skills for adult learners, especially at the community level.
  • Willingness to work flexible hours without constant supervision.
  • Demonstrated leadership and team-building skills.
  • Diplomacy and negotiation skills to collaborate with various stakeholders and manage complex priorities.

Experience:

  • At least two (2) years of experience in a field position with a public health or OVC programming organization.
  • Experience in implementing community programs in health, HIV, MNCH, TB, Malaria, etc., is preferred.
  • Familiarity with PEPFAR 3.0 funded projects in Tanzania.
  • Proficiency in implementing program and donor regulations, systems, and procedures.
  • Experience with an Appreciative Inquiry (AI) approach in development and social work.
