It was registered on 15th August, 2019, with registration number 00NGO/R/0478. TCSO is dedicated to enhancing well-being through spiritual and ministry services in various areas such as health, economic development, environment, agriculture, education, water, and sanitation.

Their goal is to create a community free from diseases and poverty, providing services to those in need and advocating for social justice.

TCSO is currently seeking qualified individuals to fill the following position for the ACHIEVE Project:

Position Summary

The Health and HIV Officer will contribute to strategic service delivery for Orphans and Vulnerable Children (OVCs) and their caregivers.

The role involves addressing barriers to service access and adherence, scaling up impact service delivery, advancing progress towards 95-95-95 goals, and improving health and social outcomes for OVCs and their families.

Responsibilities include coordinating with the Council Health Management Team, supporting Care & Treatment Centers (CTC), facilitating case conferencing, improving referral systems, and ensuring HIV-positive beneficiaries receive necessary services.

The officer will also work with Community Case Workers (CCWs) to trace and enroll HIV-positive OVCs, conduct risk assessments, and provide support to caregivers and PLHIV support groups.

Roles & Responsibilities

  • Represent the CSO and coordinate with the Council Health Management Team.
  • Hold monthly coordination meetings with Care & Treatment Centers (CTC) to improve referral systems.
  • Support Early Childhood Development (ECD) corners at targeted health facilities.
  • Support CCWs in tracing HIV-positive OVCs and linking them back to CTCs.
  • Conduct HIV risk assessments for OVCs and refer them to HIV Testing and Counseling (HTC).
  • Schedule Sexual Reproductive Health Education outreaches for AGYW and DREAMS Girls.
  • Roll out supplemental HIV curriculums and strengthen caregiver support.
  • Establish a bi-directional referral system for monitoring beneficiaries and service completion.
  • Monitor and improve the referral system through quality improvement activities.
  • Participate in quality improvement meetings and ensure implementation of action plans.
  • Collaborate with the M&E officer to ensure accurate data collection.
  • Develop a service directory for health, nutrition, and HIV services.
  • Conduct nutrition activities and provide supportive supervision to CCWs.
  • Submit timely updates for reports and document lessons learned.
  • Perform other relevant duties as assigned.

Minimum Required Qualifications, Experience, and Skills:

Education

  • Diploma holder in Clinical Medicine or Nursing.
  • Bachelor’s degree or higher in medicine or nursing is an added advantage.

Skills

  • Good understanding of Government of Tanzania health policies.
  • Strong M&E skills and experience in strategic information.
  • Excellent written and oral communication skills in Swahili and English.
  • Training skills in working with adult learners at the community level.
  • Ability to work independently and as part of a team.
  • Diplomacy and negotiation skills for stakeholder coordination.

Experience

  • At least two (2) years of field experience in public health or OVC programming.
  • Experience with PEPFAR 3.0 funded projects in Tanzania.
  • Familiarity with program and donor regulations, systems, and procedures.
  • Experience with Appreciative Inquiry (AI) approach in development and social work.
